📊 What wins in Canadian defence Source: official award notices (CanadaBuys / FTS / TED award data)
96.3%
of DND awards go to Canadian-domiciled suppliers (n=1,264)
45.6%
of DND awards are won by the incumbent, unseating one needs a clearly superior bid (n=1,264)
~46.6%
of defence awards are best-value / MEAT-scored (broader defence segment), invest in technical quality + ITB Value Proposition (n=11,707)
$402,762
median CanadaBuys defence award value where disclosed (n=205)

CanadaBuys rarely publishes per-bid criteria weighting, so the MEAT share above uses the broader multi-source defence award segment as a proxy. Canadian-supplier and incumbency rates are computed directly from National Defence award notices. No figures are estimated.

🎯 Canadian defence bidding essentials
Industrial & Technological Benefits (ITB) + Value Proposition

Major defence/Coast Guard procurements require business activity in Canada equal to 100% of contract value. Many competitions include a rated, scored Value Proposition (often up to ~10% of total score). Treat the VP as a scored section: quantify Canadian Content Value, name Canadian suppliers/regions, tie commitments to the rating grid.

ISED: ITB Policy & VP ↗
Defence Procurement Strategy (DPS)

Defence bids are governed tri-departmentally, PSPC (contracting), DND (requirement) and ISED (economic benefits). A proposal is judged on capability AND economic benefit AND deliverability. Address all three explicitly.

Canada.ca: DPS ↗
Controlled Goods Program (CGP)

To examine, possess or transfer controlled goods (most military/defence articles and technical data), your firm must be registered in the federal Controlled Goods Program. Register early, many defence solicitations require it before contract award.

PSPC: CGP ↗
Contract Security & Clearances

Classified or protected defence work requires organisation and personnel security clearances through the federal Contract Security Program (CSP). Clearances take time, start sponsorship before the closing date, not after.
