Under the Comprehensive Economic and Trade Agreement (CETA), Canadian public entities must treat qualified EU suppliers the same as domestic suppliers, but only for "covered procurement."
A procurement is "covered" when three conditions are all met:
Federal departments and agencies. This is the CanadaBuys core, and the cleanest, best-documented covered layer. Your strongest entry point.
Provincial/territorial ministries, municipalities (MASH), universities, school boards, hospitals. Covered above sub-central thresholds. Phase 2 for CanProcX EU.
Crown corporations and other listed entities, subject to their own coverage and thresholds.
